Welcome to the home page for the Governor's Regulatory Review Council (the Council) of the State of Arizona. This site is a service to provide the public with information about the Council, assistance available from Council staff, and the rulemaking process. The Governor's Regulatory Review Council was created by Executive Order in May 1981.
Composed of seven members, the Council is chaired by Bret Parke, the General Counsel for the Department of Adminstration. For most agencies, the Council is the final step in the rulemaking process. The Council reviews most rules to ensure that they are necessary and to avoid duplication and adverse impact on the public. The Council assesses whether a rule is clear, concise, understandable, legal, consistent with legislative intent, within the agency's statutory authority, and whether the benefits of a rule outweigh the cost. If a rule does not meet these criteria, the Council returns it to the agency for further consideration.
GRRC is posting the arrival of New Rulemakings available for comment during the
30 days before a Council meeting and all of the Five Year Review Reports
